So, what happens if the top two teams are tied for first place?

FIFA has a detailed set of tiebreakers to determine which team finishes first in the group and which finishes second.

How FIFA Breaks a Tie Between the Top Two Teams

If the top two teams finish level on points at the end of the group stage, FIFA uses the following tiebreakers in order:

  1. Points earned in the head-to-head match
  2. Goal difference in the head-to-head match
  3. Goals scored in the head-to-head match
  4. Overall goal difference in all group matches
  5. Overall goals scored in all group matches
  6. Fair play (disciplinary) record
  7. FIFA Men’s World Ranking (pre-tournament ranking)

Why Head-to-Head Is the First Tiebreaker

Unlike many domestic soccer leagues that prioritize overall goal difference, FIFA first looks at the result between the tied teams.

  • If Team A defeated Team B during the group stage and both teams finish level on points, Team A would finish ahead of Team B based on the head-to-head result.
  • If the teams drew their head-to-head match, FIFA moves to the next tiebreaker, beginning with head-to-head goal difference (if applicable) before considering overall tournament statistics.

What if Three Teams Are Tied?

If three or more teams finish with the same number of points, FIFA creates a mini-table using only the matches played among the tied teams.

The following criteria are then applied:

  3. Head-to-head goals scored
  4. Overall goal difference
  5. Overall goals scored
  6. Fair play record
  7. FIFA Men’s World Ranking

This ensures the teams’ performances against each other carry the most weight before overall group performance is considered.

What Is the Fair Play Tiebreaker?

If teams remain tied after points, goal difference, and goals scored, FIFA looks at each team’s disciplinary record.

Penalty points are assigned as follows:

  • Yellow card: -1 point
  • Indirect red card (second yellow): -3 points
  • Direct red card: -4 points
  • Yellow card followed by a direct red card: -5 points

The team with the better fair play record ranks higher.

Can FIFA World Ranking Decide the Group Winner?
