UEFA and Concacaf are reportedly discussing a combined biennial Nations League involving all 96 member countries, potentially launching in 2028. It would replace existing fixtures and follow a tiered league format, culminating in knockout rounds and a final-four tournament.
The competition could create lucrative matches between leading European and North American teams, pool revenue to benefit smaller nations, and use regional scheduling to limit travel. It may also persuade Mexico—reportedly considering joining South America’s Conmebol—to remain in Concacaf. The Asian Football Confederation could join in the longer term.
The proposal reflects growing cooperation between UEFA and Concacaf and represents another challenge to FIFA. Both confederations reportedly want FIFA president Gianni Infantino removed over the “World Cup sell-off” controversy and are seeking an opposing candidate for the next presidential election. Neither confederation has formally confirmed the plans.
