NFL Fines Steelers Safety Jaquan Brisker $17,911 for Roughing Deshaun Watson Hit as Shedeur Sanders Prepares to Start

Posted on November 7, 2026November 7, 2026 by Santiago Leon

The NFL has fined Pittsburgh Steelers safety Jaquan Brisker $17,911 for a roughing-the-passer hit on Cleveland Browns quarterback Deshaun Watson during last week’s AFC North matchup. The play, which occurred early in the Steelers’ 27-6 victory on November 1, drew an on-field penalty and later sent Watson into the concussion protocol. While Watson has since been cleared, the Browns are turning to Shedeur Sanders as their starter this Sunday against the New Orleans Saints.

The Hit That Drew the Flag and the Fine

On the Browns’ opening drive, Brisker came on a blitz and made contact with Watson on a third-down incomplete pass with roughly 13:33 remaining in the first quarter. Officials immediately threw a flag for roughing the passer, citing contact to the head or neck area. The penalty gave Cleveland a fresh set of downs and 15 yards.

NFL insider Tom Pelissero reported the $17,911 fine on Saturday, matching the league’s standard fine for a first roughing-the-passer offense under the 2026 schedule. Brisker was penalized on the field, but the league’s post-game review led to the additional financial penalty. Watson was checked in the medical tent immediately after the play, cleared by the unaffiliated neurotrauma consultant, and returned for the next series.

Watson’s Delayed Concussion Symptoms and Protocol

Although Watson finished the game—completing 27 of 39 passes for a season-high 324 yards—he later reported symptoms. The Browns stated that he showed no issues in post-game and Monday morning evaluations. However, he self-reported concussion symptoms that began Monday night, leading to his placement in the protocol on Tuesday.

By Saturday, Watson had cleared the protocol and was listed as questionable. He returned to practice on a limited basis Friday but did not take team reps, which factored heavily into the Browns’ decision-making for Week 9.

Brisker’s Post-Game Comments Spark Debate

After the Steelers’ win, Brisker pushed back on the call. He told reporters the officials were “babying the quarterback” and added that Watson was “laying there crying or whatever he’s doing.” He further remarked that Watson “had his binky today,” suggesting the quarterback was selling the hit. Brisker also claimed he made contact primarily with his chest before going to the side and assumed he would not be fined.

The comments drew criticism from some media members, who noted that Watson was evaluated for a concussion and later entered the protocol. The episode has renewed discussion around the NFL’s player-safety rules, particularly regarding quarterback protection and helmet contact.

Shedeur Sanders Named Starter Against the Saints

Browns head coach Todd Monken announced Friday that Shedeur Sanders will make his first start of the 2026 season against the Saints. Monken cited Watson’s inability to take full team reps during the week as the deciding factor. Sanders, a 2025 fifth-round pick, appeared briefly in relief last week (completing 2 of 2 passes for 2 yards) and took the majority of first-team practice snaps.

Sanders started seven games as a rookie, going 3-4 while throwing for 1,400 yards, seven touchdowns, and 10 interceptions. Cleveland enters the game at 5-3, needing to keep pace in a competitive AFC North where the Steelers sit at 6-2. The Saints’ defense ranks near the bottom of the league, offering a favorable matchup for the Browns’ offense regardless of the starter.

What It Means Moving Forward

The fine underscores the NFL’s continued emphasis on protecting quarterbacks, even when a play is already penalized on the field. For the Browns, the situation creates a short-term opportunity for Sanders while Watson recovers fully. With the Steelers on a bye this week before facing the Bengals, both teams will be watching how Cleveland’s offense performs under a new signal-caller.

The combination of the on-field penalty, the subsequent fine, Watson’s delayed symptoms, and the change at quarterback has made this one of the more discussed storylines coming out of Week 8. How Sanders performs Sunday will determine whether this is a one-week adjustment or the start of a larger shift in Cleveland’s quarterback picture.
