How Much Did the New Highmark Stadium Cost the Buffalo Bills?

The Buffalo Bills’ new Highmark Stadium in Orchard Park, New York, cost approximately $2.1 billion to build, making it one of the most expensive stadium projects in NFL history.

While taxpayers contributed a significant portion of the construction costs, the Buffalo Bills and team owners Terry and Kim Pegula were responsible for roughly $1.25 billion or more of the final price tag after construction costs increased well beyond the original estimate.

How Much Did the New Buffalo Bills Stadium Cost?

The new Highmark Stadium was officially completed in June 2026 at a total cost of approximately $2.1 billion.

The stadium was originally projected to cost around $1.4 billion, but rising construction expenses, labor costs, materials and stadium upgrades pushed the final price substantially higher.

The Bills and the Pegula family agreed as part of the original stadium agreement to cover construction cost overruns.

That meant taxpayers’ contribution remained largely fixed while the Bills’ financial responsibility increased as the project became more expensive.

Who Paid for the New Highmark Stadium?

The stadium was built through a combination of public and private funding.

The approximate funding breakdown was:

  • New York State: $600 million
  • Erie County: $250 million
  • Total public contribution: $850 million
  • Buffalo Bills/Pegula contribution: Approximately $1.25 billion or more
  • Total stadium cost: Approximately $2.1 billion

The $850 million public contribution represented around 40% of the final stadium construction cost.

The remaining cost was ultimately the responsibility of the Bills and the Pegula ownership group.

How Much Did Terry Pegula Pay for the Bills Stadium?

It would be slightly misleading to say Terry Pegula personally wrote a check for approximately $1.25 billion.

The Bills’ portion of the stadium financing can come from several sources, including team and ownership funding, NFL financing, personal seat license revenue and other stadium-related revenue.

However, the Pegula-owned Bills organization was ultimately responsible for the private portion of the project as well as construction overruns.

When the stadium agreement was originally announced, the Pegulas were expected to contribute a much smaller amount directly.

As the project’s cost climbed above $2 billion, their financial commitment increased substantially.

Why Did Highmark Stadium Cost More Than Expected?

Several factors contributed to the increase from the original approximately $1.4 billion estimate to the eventual $2.1 billion price.

Construction material prices increased, labor expenses rose and additional improvements were made to the stadium during development.

The final cost ended up approximately $700 million higher than the earliest widely reported $1.4 billion estimate.

Because the Bills agreed to cover overruns, most of that increase did not result in additional state or county funding.

When Did the New Highmark Stadium Open?

Construction of the new Highmark Stadium was completed in June 2026.

The approximately 60,000-seat stadium is located in Orchard Park near the site of the Bills’ previous stadium.

The venue became the Buffalo Bills’ new home beginning with the 2026 NFL season.

How Long Will the Buffalo Bills Stay in Buffalo?

The new stadium agreement includes a long-term commitment designed to keep the Bills in Western New York for approximately 30 years.

The massive public-private investment was therefore about more than simply constructing a new NFL stadium.

It was also structured to provide long-term stability for the franchise in the Buffalo market.

How Much Did the New Highmark Stadium Cost Taxpayers?

New York State and Erie County committed a combined $850 million toward the stadium.

New York State contributed approximately $600 million, while Erie County contributed approximately $250 million.

Because the overall stadium price eventually reached approximately $2.1 billion, the public contribution represented a considerably smaller percentage of the project than it would have under the original $1.4 billion estimate.
