NFL Trade Rules Explained: Can Only General Managers Discuss Player Trades?

Posted on November 5, 2026November 5, 2026 by Santiago Leon

Can Only NFL General Managers Discuss Player Trades?

No. The NFL does not have a league-wide rule requiring all trade discussions to take place exclusively between general managers. Head coaches, owners, presidents of football operations and other authorized executives may participate, depending on their teams’ internal policies.

Who Can Discuss NFL Trades?

General managers typically lead negotiations, but assistant GMs, player personnel directors, head coaches, football operations presidents and owners can also be involved when authorized. The power to discuss a deal is different from the power to approve it.

Can NFL Head Coaches Discuss Trades With Other Coaches?

Yes. A head coach can speak with another team’s coach about a player’s availability. That conversation does not itself complete a trade, and each team may require its GM or another executive to handle subsequent negotiations and approvals.

What Is the NFL Anti-Tampering Policy?

The NFL’s anti-tampering rules protect clubs’ contractual rights. An authorized inquiry made to another team is different from contacting a player under contract with that team, or negotiating with the player’s representative, without required permission. Unauthorized contacts may lead to league discipline, including fines or lost draft picks.

Can a Head Coach Bypass the General Manager?

Whether a coach can negotiate without involving the GM depends on the franchise’s organizational authority. It could violate internal team policy without necessarily violating an NFL-wide rule.

Who Approves a Trade?

Teams decide who has internal approval authority. Any agreed trade must comply with NFL roster, salary-cap, deadline and transaction procedures and be processed through the league.

Frequently Asked Questions

Can NFL coaches negotiate trades?

Yes, if their organizations authorize them.

Can NFL owners negotiate trades?

Yes. Owners may be involved in personnel decisions and negotiations.

Is it tampering for one NFL coach to call another coach about a player?

Not automatically. An authorized team-to-team discussion is different from unauthorized contact with a contracted player.

Does the NFL require all trades to go through a GM?

No. Individual clubs establish their own internal decision-making structures.

Bottom Line

NFL trade conversations are not restricted to general managers. The key questions are whether the people involved have their teams’ authorization and whether their conduct complies with league rules.
